I am a professor at the School of Political Studies at the University of Ottawa, where I am also affiliated with the School of International Development and Global Studies. My research focuses mainly on the intersection of domestic and international politics. I have published on democratization, political violence, peacebuilding and transitional justice/rule of law in Angola, Kenya, Malawi, Mozambique and Rwanda. I have conducted research on foreign aid in Ethiopia, Ghana, Mali, Mongolia and Peru, as well as on global COVID-19 vaccine inequities. I am now primarily carrying out research on international LGBTQI+ rights. I am completing a research project on international actors’ efforts to defend the rights of sexual and gender minorities in the Global South. My latest project is on how people in some African countries, such as Botswana, Mauritius and Kenya, use domestic courts to try to force their governments to decriminalize homosexuality. I have been a visiting scholar at universities and research institutes in Finland, France, Germany, the Netherlands, South Africa and the United Kingdom. From March 1 to August 31, 2024, I will be a Senior Fellow at the College for Social Sciences and Humanities, University Alliance Ruhr, Essen, Germany. Pronouns: he/him.

Je suis professeur titulaire à l’École d’études politiques à l’Université d’Ottawa, où je suis également associé à l’École de développement international et mondialisation. La majorité de mes recherches portent sur l’intersection de la politique nationale et internationale. Mes publications traitent de la démocratisation, la violence politique, la consolidation de la paix et la justice transitionnelle/État de droit en Angola, au Kenya, au Malawi, au Mozambique et au Rwanda.
